INTRODUCTION
Located on the Saint Jones River in the Delaware River coastal plain, this capital city was named by William Penn for Dover in England.
HISTORY
This was founded as a court town in 1683 by William Penn and officially laid out in 1717. The capital was moved here in 1777. Dover was the site of a large Quaker community. It was also a stop on the Underground Railroad. It is also the site of a major military air base constructed after World War II.
